The eGovernment Studies / Publications included in the Center for eGovernance Program @ SEE are aimed at encouraging SEE local governments to place particular focus in the development of eGovernment services by helping officials acquire deeper understanding of the principles and rationale of eGovernment development. The Program’s Publications include eReadiness Assessment Reports and eGovernment Case Studies that describe the current situation and development status of the Information Society and eGovernment services in particular, for 5 countries in SE Europe (Republic of Albania, Bosnia-Herzegovina, Montenegro, Republic of Serbia and the former Yugoslav Republic of Macedonia) and an e-Government Best Practice Guide that aims to demystify concepts behind e-Government and strengthen the understanding of all those involved in planning and execution of e-Government projects. The eGovernment Resources Database has been implemented to record and share up-to-date eGovernance technological achievements and practices. Using the internet portal, the users have access to a repository of eGovernment initiatives, projects and activities in the SEE region. The portal offers the opportunity to exchange information with eGovernment experts and to initiate networking and quality knowledge transfer. Additionally, the Centre shares updated information regarding the Information and Communication Technology (ICT) developments and eGovernment opportunities in the SEE countries. More..

The Center for eGovernance Program @ SEE organises multiple training workshops in the SEE countries. The Executive Training in Electronic Government are intended for policy makers, executive members of governmental institutions and organisations and other private/public sector experts. These training sessions are performed in different countries in the region aiming to bring closer together the officials responsible for the development of eGovernment projects and services in their countries with International experts and professionals in the field. The topics included in the training agenda describe models of good eGovernment practice, provide guidelines on success factors and enable participants to contribute tangibly and effectively to the development of eGovernment strategies in their countries. To provide increased networking opportunities and facilitate the transfer of good practices and international experience the Center for eGovernance Program @ SEE includes the organization of a major event, a Regional Conference. In this framework, INA Academy organised the Regional Electronic Security Forum: Telecommunications Networks and Systems Security, which was held on 6 & 7 November 2008 in Thessaloniki, Greece. The Conference addressed critical issues related to electronic security in communications networks and services, with specific emphasis on the role of security & trust in eGovernment applications. Project meetings are being conducted throughout the Program duration between project partners and eGovernment experts. The meetings offer an excellent opportunity to exchange ideas and to collaborate on upcoming activities. The scope of these meetings is to consult with the local community in the target countries and adjust the Program’s planned outputs to their particular needs. These meetings , as well as the electronic web-based environment of the Program’s Portal, also provide room and stimulation for further collaboration with eSEE and bSEE initiatives to help local governments in research/development and to facilitate the preparation of governmental projects for EU funding. The Center for eGovernance Program @ SEE is developing an eLearning web-based platform. The platform provides individuals with online access to ICT training and eGovernment learning material when and where they need it. The Program provides 10 eGovernment eLearning Courses in a user-friendly electronic environment. The purpose of this electronic educational material is to provide wider knowledge about new technologies and the benefits of their use to government officials and persons responsible for eGovernment development in SE Europe. The goal is to extend the provision of knowledge beyond the span of the Program duration. INA Academy e-Learning Methodology document provides information and guidelines on e-Learning methodology and steps to be followed in planning, implementing and delivering an online training to civil servants.
