Subject: AMCIS Mini‐track: Worldwide Advances in eGovernment Interoperability

Moving in the direction of Electronic and Transformational Government roadmaps, as adopted by Governments all around the world, interoperability is posing as one of the great challenges for administrations, industry and research. With the basic standardisation now in place, as most Governments have issued eGovernment Standardisation Frameworks, attention is gradually transferred to the implementation and deployment of infrastructures to support one-stop delivery of public electronic services, through the interoperable operation of a vast number of systems, organisational units and public officials. Within this context, the minitrack is targeting novel approaches, methods, practices and tools for achieving interoperability in the provision of Digital Public Services, resulting into a significant increase of service quality for citizens and businesses. Specific importance is to be placed in multidisciplinary approaches, combining organizational, legal, semantic, technical and participative elements of interoperability, providing relative support by advanced information systems. The minitrack will also provide a stand for real-life application examples, showing adoption by public administration, citizens and enterprises at international, national or local level.

The European Interoperability Strategy (EIS) is an initiative of the IDABC programme that aims to provide direction and to prioritise the undertaking of actions to achieve improved interaction, information exchange and cooperation among public administrations across borders and sectors for the years 2010-2015.
The EIS aims to contribute to achieving cross-border and cross-sector interoperability for better and more efficient delivery of electronic public services all around Europe, the so-called "European Public eServices". It moreover complements the European Interoperability Framework.
The EIS Info Day focused on the draft version of the European Interoperability Strategy, currently under preparation within the IDABC programme. A public consultation on the EIS will be launched in December 2009. The key note address was delivered by Mr. García Morán, Director General for Informatics, European Commission.

Between the 21st and 23rd of October the second eGovernance Academy series 2009 seminar on eGovernment was successfully organised in Ljubljana by the Centre for eGovernment Development (CeGD) in co-operation with its stakeholders and recognized partners, the Regional Cooperation Council (RCC), The Government of the Republic of Slovenia, Microsoft, Siemens, SRC and sponsored by IBM and Mikrografija. The seminar was attended by 59 participants and speakers from 8 South Eastern European as well as other European countries.

Building upon the achievements and experience of the first eGovernance Academy seminar (organized in January 2009) and following the commitment of the CeGD to disseminate information, knowledge, expertise and good practices in the region of South East Europe (SEE) the seminar addressed specific issues of eGovernment relevant for the SEE region, which were organised into logically structured modules. As previous experience has shown that the structure of the seminar was appealing to both the participants and the speakers the overall structure and partnership with experts from the Ministry of Public Administration from the Government of Slovenia remained unchanged, with the exception of a number of new additional topics.

The 3rd International Workshop on Interoperability was held in Istanbul, in the context of 2009 eChallenges Conference, on October 22nd, chaired by Y. Charalabidis (on-site), R.Goncalves and M.Missikof (off-site), supported by the Greek Interoperability Centre. During the workshop titled “Interoperability Infrastructures and Standards for Administrations and Enterprises” the following presentations were made: “Interoperability of UN/CEFACT CCTS based Electronic Business Documents”, Asuman Dogac, Software Research and Development and Consultancy Ltd., Turkey “Enabling the Next Generation Interoperable and Easy to Integrate Software Products of the European SMEs with a Semantic Service-oriented Private Adaptation Layer”, Stelios Pantelopoulos, SingularLogic S.A, Greece. “eGovernment Interoperability Standards and Infrastructures: Initiatives, Issues and Challenges”, Yannis Charalabidis, NTUA / Greek Interoperability Centre. The annual Eastern European eGov Days provide a solid platform for exchange of creative ideas and inspiring technology transfer between Western and Eastern European countries. The 7th Eastern European eGov Days took place in Prague, as an event supplementing the Czech presidency of the EU. More than 150 participants from 15 countries were present. The Decision Support Systems Laboratory of NTUA participates in the new e-Participation project eMPOWER «Empowering citizens to influence the decision making and policy formulation on environmental issues», which started in January 2009 and is co-funded by the European Commission under the eParticipation 2008/1 Preparatory Action, programme. The project eMPOWER aims to motivate and strengthen the involvement of NGOs and citizens in the decision-making process on environmental issues at a National and European level by providing methods and tools for supporting citizens’ participation to promote relevant public initiatives and demands of civil society.
The project brings together three environmental organizations (MedSOS, Circolo Festambiente, Liga para a Protecção da Natureza) and three News Agencies (Athens News Agency (ANA), Agenzia Nazionale Stampa Associata (ANSA) & Agência de Notícias de Portugal (LUSA)) from Greece, Italy, and Portugal respectively, as final users. Athens Technology Center S.A. from Greece, in the role of the Coordinator, and POLITECH Institute from Belgium complete the consortium.

The Greek eGovernment Interoperability Framework was launched in an information day hosted by the Greek Ministry of Interior, General Secretariat of Public Administration and Electronic Government (GSPA&EG). The eGIF infoday was held in Athens, on 27th June 2008, drawing the attention of more than 300 government officials, industry representatives, academics and ICT practitioners. Key-note speakers included the Minister of Interior, Professor P. Pavlopoulos, the General Secretary of GSPA, Mr V. Andronopoulos, the Special Secretary of Digital Planning, Prof. V. Assimakopoulos. DSS Lab of NTUA is one of the Greek-eGIF consortium members, contributing with business process and data management knowhow.
